Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

Reverse Translation This seems to be a classical case of reverse translation. I believe the source text in English was "treasury issues". The Arabic translator thought "issues" means قضايا and now the translated text is required to be translated back to English. So قضايا becomes "cases". A government treasury issues "bills" and a company tresury issues "bonds". Both bills and bonds serve to provide liquidity for the day to day operations.

budget matters

Depends on the context.
It can be financial matter مالية , or budget matters as well, I also agree with the other colleagues on treasury matters or issues. I think with treasury may be it is more of a government term, and budget it is more personal or individual, family budget..
I think financial is more general term.
