Plenty of ghits for "subject to the market", though not all genuine by any means; far fewer if you personalise it to "who are subject to the market", which makes me think there must be a better way to express this phrase.

Tot nog toe werd vanuit de overheid bijna uitsluitend vanuit een cultuurperspectief naar de creatieve industrie gekeken. Nu willen beleidsmakers ook weten hoe de creatieve sector economisch in elkaar zit, welke partijen er actief zijn en welke moeilijkheden bestaan om tot een vlotte samenwerking te komen tussen actoren die niet direct marktgericht werken (vb. gesubsideerde artiesten, musea) en actoren die **wel onderhevig zijn aan de markt** (vb. kunstgaleries, platenmaatschappijen).

influenced by the market; sensitive to the market

mijn eerste gedachte was 'market oriented', maar dat heb je nodig in het eerste deel van de zin, denk ik. Vandaar deze termen.

subject to market forces; affected by market forces

Just a suggestion - my immediate thought although there may well be better ideas out there. The first suggestions doesn't get many hits either, but then neither does the Dutch version.

Perhaps the addition of a different subject might help: actoren ... whose operations are subject to market forces...
