Source text - French Le 40e sommet de Davos a acté le déclin de l'Occident face à l'émergence du Sud. Ainsi la mondialisation semble-t-elle réaliser la prédiction d'Oswald Spengler, dont la vision cyclique des civilisations fixait autour de 2000 la fin de la suprématie de la culture occidentale. La crise, de ce point de vue, ne marque pas une rupture, mais une accélération. La mutation fondamentale a pris naissance dans les années 90, avec l'universalisation du capitalisme et le discrédit des stratégies ne s'appuyant pas sur le marché. L'écart s'est creusé dans les années 2000, avec une croissance mondiale de 3,4 %, très molle au sein du monde développé (1,5 %) mais exceptionnelle au sein des émergents (5,9 %). La sortie de crise accuse encore cette divergence.
Les risques sont désormais concentrés au nord, la stabilité tend à s'ancrer au sud. Le renversement du rapport de forces ne se limite pas à l'économie, mais touche également la cohésion sociale et la solidité des institutions politiques. Les pays développés sont confrontés à une décennie d'activité faible, de chômage élevé et d'austérité pour rembourser les quelque 30 000 milliards de dettes publiques accumulées par les pays du G7. D'où la montée des risques souverains, illustrée par la crise de la dette grecque et de l'euro. Mais les risques sont aussi sociaux et politiques, avec l'opposition croissante aux réformes nécessaires ainsi que la poussée des populismes et des revendications protectionnistes. À l'inverse, nombre de pays du Sud, à l'image de la Chine, disposent d'une forte stabilité en raison de la faiblesse de la dette publique (37 % du PIB contre 82 % au nord), de l'abondance de l'épargne, de la détention des trois quarts des réserves de change mondiales (dont 2 400 milliards de dollars pour la seule Chine), de la dynamique de plus en plus autonome des flux commerciaux entre émergents, telle la zone de libre-échange qui se constitue dans le Pacifique sud. Face aux turbulences durables des démocraties occidentales, prises en étau entre le surendettement des États et des ménages, la stagnation économique et le déclassement de leur population, la cohésion des nations du Sud se renforce.
Face à la nouvelle donne du XXIe siècle, le déclin de l'Occident n'est pas pour autant inéluctable. L'Occident n'a le monopole ni des bulles ni des crises, et les géants du Sud subiront des chocs liés aux déséquilibres de l'hypercroissance. Pour être durement atteints, les États-Unis demeurent la seule nation à disposer de tous les moyens de la puissance et de la capacité à les projeter partout dans le monde. En revanche, l'Europe est menacée de marginalisation à court terme, du fait de ses rigidités, qui en font un continent perdu pour la production et la recherche, comme de l'impuissance de ses institutions et de ses divisions chroniques. Spectateur ou acteur de l'histoire du XXIe siècle, chacun devra rapidement faire son choix. Étant entendu que l'Occident a beaucoup perdu, sauf peut-être l'essentiel: la capacité de douter et à se réinventer.
Translation - English The 40th Davos summit acted on the decline of the West facing the emergence of the South. Thus globalization appears to be fulfilling Oswald Spengler’s predictions, in which the cyclic vision of civilizations set the end of the supremacy of Western culture around 2000. The crisis, from this point of view, does not mark a rupture, but an acceleration. The fundamental mutation had its birth in the 90s, with the universalization of capitalism and the discredit of strategies not relying on the market. The gap grew in the 2000s with a worldwide growth of 3.4%, very weak within the developed world (1.5%) but exceptional within emerging economies (5.9%).
The risks are concentrated from now on in the north, as stability tends to anchor itself to the south. The reversion of the balance of power is not just limited to the economy, but affects social cohesion and the solidity of political institutions as well. Developed countries are faced with a decade of weak activity, increased unemployment and austerity to repay the 30,000 billions or so worth of public debts accumulated by the G7 countries. Hence the rise of sovereign risks, illustrated by the Greek debt crisis and the euro crisis. But the risks are also social and political, with growing opposition to necessary reforms as well as the rise of populism and protectionist demands. Contrastingly, many Southern countries, just like China, possess strong stability on account of the weakness of public debt (37% of the GDP as opposed to 82% in the north), the abundance of savings, the holding of three-quarters of worldwide foreign exchange reserves (of which 2,400 billions of dollars in China alone), the increasingly autonomous dynamic of commercial fluxes between emerging economies, such as the free-trade area constituted in the South Pacific. Faced with the lasting turbulences of Western democracies, squeezed between the over-indebtedness of the United states and of households, economic stagnation and the downgrading of their population, the cohesion of Southern nations is reinforced.
Faced with the 21st century’s new deal, the decline of the West is not necessarily inevitable. The West has monopoly over neither bubbles nor crises, and the giants of the South will suffer shocks linked to the imbalances of hyperinflation. To be hit hard, the United States remain the only nation to possess all means of power and the ability to project them everywhere in the world. On the other hand, Europe is faced with short-term marginalization on account of its rigidities, which make it a lost continent for production and research, such as the impotence of its institutions and its chronic divisions. Spectator or actor of the story of the 21st century, everyone will rapidly have to make their choice. It is understood that the West has lost much, except perhaps this essential: the ability to doubt and to reinvent itself.
