Workshop personnel rules. At the end of a train positioning procedure, once it has been confirmed that the train is in position and is not moving, "de machinist/bestuurder stopt de trein, en bouwt deze zo nodig af."
(NB I am actually translatin into Italian but I need to understand the meaning and I guess that it might be quicker and easier to get it in NL>EN than in NL>IT)

Op grond van voortschrijdend inzicht: 'afbouwen' kan plaatsvinden bij het 'wegzetten' van spoormaterieel, maar bijv. ook bij het keren van de trein/rijrichting. Zie mijn laatste verwijzing.
opbouwen = activating a specific combination of systems, possibly in a specific order afbouwen = deactivating the same specific combination of systems, possibly in the reverse order

what seems likely is that ‘afbouwen’ is perhaps not the only term used for this in the trade, or at least maybe not the official one, since otherwise it would most likely be in RailLexic somewhere
Het was een drukke en vermoeiende, maar zeker ook leerzame dienst waarbij ik ook deze keer maar al te goed besefte dat ik op dit gebied nog wel een tijdje begeleiding nodig zal hebben op het gebied van communiceren, het interpreteren van het – best wel complexe – dienstkaartje, het op- en afbouwen van het materieel, de wegbekendheid op de drie plaatselijke rangeerterreinen en het feit dat dit alles in de late uurtjes ook nog grotendeels in het donker plaatsvindt.
Afbouwen betekent eigenlijk alles uitschakelen: de frontseinen (drie keer wit) veranderen in sluitseinen (twee keer rood) vanwege de rijrichtingkering, alle schakelaars in de juiste volgorde uitzetten, stuurstroom uit, sleutel uit het contact en de rem ‘achter de pal’. Pas na deze handelingen uitgevoerd te hebben kan de machinist in de andere cabine de trein vanuit daar weer ‘opbouwen’ voor vertrek. https://noomen.wordpress.com/2016/10/
Op emplacementen worden bijzondere verrichtingen uitgevoerd zoals koppelen van treinen, keren van treinen afbouwen en opstarten van treinen bij machinistwissel.
I cannot find any confirmation in reference documents. Kitty's 1st ref. rather uses "wegzetten" while the §2.3 in the handbook does not seem to cover this at all.
Hi Michael! I see that RailLeixc posted does not include afbouwen for decouple, and the trainenweb news quoted might actually refer to something completely different from coupling/uncoupling. On the other side, if we are just guessing, afbouwen might be related to somethingelse, like the process of stopping an electrical engine or removing pressure or lower pantographs...
