2. The declaration of option shall be formulated: a) By the legal representative of the person who makes the option where the latter should be younger than fourteen or incapacitated. In this case the option shall require the authorisation of the officer in charge of the Civil Registry of the domicile of the person who makes the declaration, after issuance of an opinion by the Public Prosecutor. Such authorisation shall be granted in the interests of the minor or incapacitated person. b) By the interested party, assisted by his legal representative, if he is older than fourteen or when, in spite of his incapacity, he should be allowed to do so by the incapacitation judgement.

Explanation:
So, pursuant to Art. 20.2 b) of the Spanish Civil Code, it appears that if the person is a minor over fourteen years of age (but still under 18) or is incompetent but has been awarded a legal decision in this regard, they require the assistance of their legal representative (which in this case appears to be the parents) to make the pronouncement of nationality. Presumably this "assistance" consists of an adult's signature on the documents.

3. No obstante lo dispuesto en el apartado anterior, el ejercicio del derecho de opción previsto en el apartado 1.b) de este artículo no estará sujeto a límite alguno de edad.
